Engineer: Full project
responsibility on projects involving power generation,
electric prime movers and meter stations. Projects included full time power
generation for gas plants and installation of electric
motors with variable frequency drives. Assisted other
projects with detailed design and specifications for control
valves, instrumentation, electronic flow measurement and
communications.
El Paso Corporation (El Paso Natural Gas Company)
1995 to 2004 - Regional Manager,
Measurement Operations Services: Managed
the Western Region (Texas, New Mexico, Arizona, California,
Colorado, Wyoming, Montana and Utah) of the United States
on all natural gas measurement issues relative to accurate
natural gas metering (orifice, ultrasonic, turbine & positive
displacement metering) chromatography, Technician training,
troubleshooting, and lost and unaccounted for gas reductions.
Managed nine (9) employees (three of which were Engineers)
in Texas, New Mexico, Arizona and Colorado. Managed
the upgrade of obsolete/unsafe/defective metering equipment
and meter stations causing inaccurate measurement. I managed
the conversion of electronic meter data from physical downloading
to “Real-Time” metering of over 900 electronic
metering computers throughout the Company via the SCADA
system to assist technicians and main office measurement
personnel. Helped develop a corporate wide 5-company
(El Paso Natural Gas, Colorado Interstate Gas, Tennessee
Pipeline, ANR Pipeline and Southern Natural Gas) “Measurement
Standards Manual” for the Corporation.
1990 to 1995 - Principal Measurement
Technical Operations Specialist: Re-designed
meter stations which were out of company and American Gas
Association standards causing inaccurate metering. Developed
methods to reduce measurement error caused by “Pulsation” designing,
fabricating and installing acoustic filter bottles successfully.
Provided training for technicians assisting operating regions
on measurement potential problems. Tested and evaluated,
new equipment for recommendation to purchase and use by
the Company to meet safety, reliability, cost, and accuracy
concerns.
1989 to 1990 - Measurement Technical
Operations Specialist: Designed
grounding procedures for electronic flow measurement gas
computers (flow rate of natural gas measurement). Identified
and replaced damaged/unsafe meter station flow metering
devices which were out of company and American Gas Association
standards for three (3) regions throughout the Company
(4 states). Assisted technicians Company wide on operating
measurement problems for their resolution. Designed engineering
cost estimates for new meter stations and designs, procured
equipment and supervised their installation for meeting
all accuracy and safety standards. Developed and coordinated the annual certification
of calibration testers for measurement transducers. Coordinated
the removal of temporary and permanently disconnected wellhead
meters throughout the company to reduce O&M costs.
1988 to 1989 - Construction Contract
Specialist: Prepared
formal operation/maintenance and Capital construction Contracts,
bid proposals, amendments and service agreements. Interfaced
with Company personnel (Vice Presidents, Directors, Managers,
Lawyers and Engineers) for Contract development, negotiations,
project showings, bid openings, evaluations and Contractor
selections.
1983 to 1988 - Senior Buyer: Purchased
and procured all material and equipment within 5-States for
measurement, electrical, electronics, computers, computer
software, communication, instrumentation, and cathodic protection.
Achieved innovative buying techniques interfacing with Vendors
for volume purchasing agreements, annual purchasing agreements
and blanket orders to insure prompt delivery, acceptable
freight costs, cash terms, and consistent pricing producing
a significant cost savings to the Company.
1980 to 1983 - Electrical Design Engineer: Developed
and implemented design of electrical power, control, and protection of facility
equipment (ESD) systems, served as project engineer coordinating the development
of construction drawings, electrical specifications, equipment procurement
through competitive bids, implemented design and contract preparation with
utility companies, construction contractors and company inspectors, check-out
and start-up of facilities and developed operating procedures for operations
personnel.
1979 to 1980 - Codes and Standards
Engineer: Designed
and revised standards, performed encroachment studies of
facilities in accordance to U.S. Department of Transportation
rules and regulations, determined
the maximum allowable operating pressure within various
compressor stations, served on the telephonic reporting
of pipeline failures for notification of company personnel
and appropriate state and federal officers, served as liaison
member for offshore, welding, nondestructive testing, cathodic
protection, noise abatement and electrical power special
standards committees. Provided technical interpretation
and application of Federal and Company codes and standards
to company personnel.
1976 to 1979 - El Paso Electric Company
Design Engineer, Underground Distribution: Designed
substation feeder standards, commercial building and large
transformer vaults (downtown) systems, supervised construction
and worked on the electrical underground downtown network
(480/208 volt) systems.
1975 to 1976 - Engineer: Designed
primary electrical facilities for subdivisions, engineering
standards, upgrade for overhead/underground distribution
equipment and cost estimating studies.
